Background of the Study
International judicial decisions have a significant impact on domestic policy reform by establishing legal precedents and promoting accountability. The International Criminal Court (ICC) plays a key role in adjudicating international crimes, and its decisions often prompt domestic legal reforms aimed at strengthening the rule of law (Mensah, 2023). In Kano State, the influence of ICC rulings has spurred legislative and policy changes designed to enhance judicial processes and improve human rights protections. These decisions serve as benchmarks for domestic legal systems, encouraging governments to align national laws with international standards. However, the translation of international judicial decisions into domestic policy can be fraught with challenges such as political resistance, resource constraints, and varying levels of legal infrastructure (Okoro, 2024). This study evaluates the effect of ICC decisions on reforming domestic policies in Kano State, investigating the extent to which these international rulings have led to substantive legal and institutional changes. It aims to identify factors that facilitate or hinder the incorporation of international legal standards into national legislation.

Statement of the problem
Despite the authority of the ICC, its decisions do not always translate into effective domestic policy reform in Kano State. Political resistance, insufficient legal infrastructure, and a lack of enforcement mechanisms often limit the impact of international judicial decisions (Chinwe, 2023). This study seeks to evaluate whether the ICC’s influence has resulted in significant policy reforms or if systemic barriers prevent the full implementation of international legal standards. Addressing these issues is critical for ensuring that international judicial decisions lead to meaningful improvements in domestic governance and human rights protection.

Objectives of the Study

 

To assess the influence of ICC decisions on domestic policy reforms in Kano State.

 

 

To identify challenges in translating international judicial decisions into national legislation.

 

 

To propose recommendations for enhancing the incorporation of ICC rulings into domestic policies.

 

Research questions

 

How do ICC decisions influence domestic policy reforms in Kano State?

 

 

What challenges impede the effective implementation of these decisions?

 

 

What strategies can improve the translation of international judicial outcomes into domestic reforms?

 

Significance of the Study
This study is significant as it examines the impact of international judicial decisions on domestic policy reform. Its findings will provide valuable insights for policymakers, legal practitioners, and international organizations seeking to enhance the effectiveness of judicial decisions in improving national governance. The recommendations aim to bridge the gap between international standards and domestic practices, contributing to stronger legal systems and better human rights protection in Kano State (Mensah, 2023; Okoro, 2024).

Scope and Limitations of the Study
The study is limited to evaluating the ICC’s influence on domestic policy reforms in Kano State and does not extend to other international judicial bodies or regions.
